Compilation of results on goal achievement

A goal system built hierarchically combines the goals of the individual projects with those of the overall program. This allows the data from the project evaluations to be aggregated, which, in turn, allows conclusions at a program level. The following table makes this clearer:


The projects a, b and c are examples representing a number of projects that have used certain measures (Me) to achieve a certain mediator goal which, in turn, contributes to achieving a certain policy goal. A project-specific indicator shows the achievement of the mediator goal; information about its values are gathered by a certain data collection method (M) and thus, an evaluation output (O) is targeted. Results produced for a mediator goal at the project level can be compiled on a cross-project basis in order to make statements about the extent to which mediator goals (EM) or policy goals (EP) have been achieved overall.
