1. Evaluation planning

Evaluation planning can be broken down into two steps:
- Clarifying the question
- Planning the implementation
When you plan something, you should usually also anticipate the evaluation of what is to be implemented. This means you you should get a general idea of possible evaluation questions, methods, etc. as early as the planning phase. So we don’t have to put all the information down in one place, the pages on “Clarifying the question” and “Planning the implementation” contain links to other pages of the handbook which you will also find relevant for the planning.
