Goal achievement
The following options are available to evaluate whether the program has achieved its goals:
1. Use of data from project evaluations.
This procedure requires the individual projects to provide results on goal achievement from their evaluations.
2. Collection of evaluation data specifically for program evaluation. If no project evaluations have been performed or if structured data is not available from project evaluations, it is necessary to collect data specifically for program evaluation.
- If an interview on project goals and measures has been conducted, and thus goals, measures and indicators of individual projects are already known, a questionnaire showing an estimation of goal achievement can be created by a representative of each project based on this knowledge: Fragebogen Zielerreichung [Questionnaire on goal achievement] (doc, 51 kB, in German).
- Alternatively, generic questionnaire items can be developed for each mediator goal which will be then compiled for each project in a questionnaire (a questionnaire contains only items about goals that are relevant for the project in question, as above, the prerequisite is that the project goals are known).
