At this level, the focus of evaluation is the question as to whether the program has achieved its goals, and whether it has had lasting effects. Evaluation questions forthis level arise at the end of the implementation phase or some time after the completion of a program, after the integration phase in which the projects have been transferred into operation.
Has the program achieved its goals?
Using a hierarchical goal system that connects the goals of the individual projects with the overall program, the data can be aggregated from the goal-based project evaluation allowing conclusions at a program level.
Does the program have a lasting effect?
At the end of the projects, the transfer of the products into normal operation can be thematised and some time afterwards (at several points in time, if necessary) the lasting usage of the products can be examined.
