Levels of program evaluation
Thinking on different levels of evaluation helps you to focus the question that the evaluation is supposed to answer (related to and expanded from: evaluationnetz, 2007; Grund, Grote & Windlinger, 2003; Schenkel, 2000).
This handbook makes a distinction between the following levels:
- Concept level
- Portfolio level
- Process level
- Result level
- Impact level
