This level is about the implementation of the projects and/or of the associated program measures. Evaluation questions at this level are asked in the implementation phase of a program, i.e. at the time when the projects are implemented, coordinated and mentored.
The following questions might be asked at this level:
Do the project activities correspond with the program goals?
During the project implementation phase, there should be regular reviews as to whether the measures and goals of the project correspond to the goals of the program. In this phase, possible implementation problems can also be analysed and, if necessary, support and accompanying measures can be provided. Finally, the conclusive evaluation can be prepared in this phase.
How are the projects interconnected?
Thanks to a network analysis, the type of relationship between the projects and the quality and the density of the project network within a program can be analysed. This will highlight both possible synergies and also any need for further coordination measures (such as network meetings).
