Thinking on different levels of evaluation helps you focus the question that the evaluation is to answer (following and expanded from Grote & Windlinger, 2003; evaluationsnetz, 2005; Schenkel, 2000). These levels contain generic assessment dimensions that are relevant to many e-learning projects. In this handbook, a distinction is made between the following levels:
