Levels of project evaluation

Thinking on different levels of evaluation helps you focus the question that the evaluation is to answer (following and expanded from Grote & Windlinger, 2003; evaluationsnetz, 2005; Schenkel, 2000). These levels contain generic assessment dimensions that are relevant to many e-learning projects. In this handbook, a distinction is made between the following levels:

Click on a level in the navigation bar to the left to obtain more information on the level and its possible questions.

This mindmap (jpg, 1241 kB) offers you an overview of this level and its features that might serve as a help in formulating your evaluation question (the handbook does not cover the whole range of instruments of all features, though!)

As an alternative or in addition to focusing on the evaluation levels, the following question can also be a focus for the evaluation: Has the project achieved its goals? More information can be found on the Goal-based evaluation page.
