1. Evaluation planning

Evaluation planning can be conducted in two steps:
- Clarifying the question
- Planning the implementation
Whenever you plan something, you usually also anticipates the evaluation planning of what is be implemented at a later date. This gives you a general idea of possible evaluation questions, methods, etc. as early as the the planning phase. In order not to all the information at once, the pages 'Clarifying the question' and 'Planning the implementation’ contain several links to other pages of the handbook where you can find information which is (also) relevant for planning.
